Mobilising investments in priority sectors

SEED aims to facilitate investment mobilization in priority sectors which includes energy, housing and construction through policy, institutional and transaction support. Considering high ownership of the Government, SEED is going to provide extensive Technical Assistance to Government of Khyber Pakhtunkhwa in several transaction-ready areas, through enabling Public Private Partnerships (PPPs) and other financing models. SEED is supporting transactions which involve private sector investment in public infrastructure and services. As a strategic priority SEED plans to instigate and lead interventions which would contribute to improve overall investment climate of Khyber Pakhtunkhwa by unlocking investment impediments; this includes intercessions at policy and advocacy levers with the government, private sector and development partners. Completed transactions in these area will render results on climate change resilience and social inclusion

Key Interventions

SEED is providing capacity building support to PEDO to implement Alternate & Renewable Energy Policy in KP which allows to auction new renewable energy projects on competitive bidding process

SEED plans to help GoKP to build upon wheeling regulations and coordinate a market between generators (publicly owned, such as PEDO) and Bulk Power Consumers (BPC) for industrial off-take of power. SEED can facilitate such transactions under wheeling arrangements and can build upon projects for a competitive market off-take that would consequently reduce their reliance on federal institutions, while augmenting revenues for the province through indigenous hydel development offerings

SEED will also assist PEDO through its consortium partner Bridge Factor in raising debt for Hydro projects, that can be used by PEDO to partially fund other initiatives including transmission line projects.

Solarization of public buildings, putting-up investment mobilization facility and supporting KP Transmission and Dispatch Company are few other priority areas for SEED to support energy sector in KP

Housing and construction is another high primacy area for GoKP. SEED is rigorously exploring readiness & appetite of Housing Department / PHA for uptake of policy, institutional and transaction support. There are several supply and demand side interventions that can be supported, with substantial scope for pilots under Public Private Partnership (PPP) model, and other innovative financing arrangements
