Standardising Project Procurement


The Model Terms of Reference (TORs) for roads, bridges, and buildings have been developed to provide engineers and project managers with standardised templates for procuring consultancy services. By offering a structured framework, the Model TORs clearly define the scope of work, deliverables, and evaluation criteria, enabling engineers to clearly define the technical requirements for services being procured. This will ensure that preparatory work for project design (e.g. geotechnical studies) are technically proficient and better inform project design, ultimately ensuring higher quality project execution.

SEED supported the development and rollout of the Model TORs, ensuring they are practical and adaptable for various infrastructure projects. These TORs are now used across road construction, bridge development, and building projects, helping engineers and contractors navigate procurement, design, and execution with clear guidelines. By standardising project management, the Model TORs enhance collaboration, save time and resources, and improve investment efficiency, leading to better infrastructure outcomes for KP.
