Overview

As urban centres are considered engines for economic development, development, the Government of KP has set up the UPPU. set up by the provincial government. UPPU is essential to the restructuring of urban governance, which is currently fragmented across several distinct entities at the local and provincial levels. The restructuring requires extensive assessment to ensure that the new reformed governance structure is effective and efficient. And in this regard, the UPPU, modelled on successful international think tanks, will act as the central repository for data, research and evidence-based policy advice on urban planning and development in KP.

Urban Policy and Planning Unit

Progress

SEED aims to reform and augment the planning and technical capacity of GoKP and consequently, it carried out a scoping study to identify how it could support UPPU. Concluded in April 2021, the study results were presented to the UPPU as well as the P&D Department. Since then, the proposed interventions to strengthen the UPPU were endorsed by the Steering Committee. SEED had developed options for restructuring the urban policy and planning unit, and it was decided that the Urban Policy and Planning Unit would be restructured into a public sector company. Subsequently, SEED has been working on a reform methodology and approach for restructuring of UPPU to drive institutional efficiency and capacity, to tackle urban development challenges and encourage investment in urban infrastructure.

Institutional reforms

Furthermore, to support urban development in KP, a series of policy notes will be published on various themes of urban policy and planning to feed into the institutional reforms. The policy notes, in collaboration with CDPR, will cover following themes:

  • Stimulating urban economy
  • Urban governance
  • Urban finance
  • Urban infrastructure and services

The first policy note on stimulating the urban economy has been completed (View Policy Note). Another policy note on financing sustainable tourism in the province, by mobilising local resources, has also been published.
